  • Bartella district in Ninewah province witnessed the first step of this project in an extensive symposium where directors-general and heads of departments in the ministry answer questions, queries and inequities of citizens.
  • Issues of disability payments, training, women's protection and loans of small and medium-sized projects have been of interest.

In a qualitative project of relief definition, the work of qualitative symposium was initiated on 20th March 2018 in the district of Bartella in Ninewah province, to introduce the laws guaranteeing the rights of those covered by social welfare held by Hammurabi Human Rights Organization HHRO in cooperation with the Ministry of Labor and Social Affairs, focusing on four acts:  Act of social protection, Act of special needs care, Act of Employment and Act of Vocational Training.

The ministry delegation included Asghar Abdul Razzaq Al Moussawi, Chairman of the Board for the Disability and Special needs care, Sadik Khazal Ibrahim Acting Director General of the Vocational Training Department, Ahmed Mohammed Mahmoud Acting Assistant Director of Social Protection Department for Women, Jassim Mohammed Director of Media and Communication Dept. , Mrs. Rajaa Ali Hemoud from The Department of Social Protection of Women , Sadiq Abdel Wahed Hassan Senior programmer and director of civil society organizations , Ali Swadi Fleih Head of Observers in the Department of Civil Society Organizations, Ghazwan Khdair Yassin lawman in the Department of Employment and Loans , Hassan Ali Aswad Programmer in the Department of Community Organizations , Mrs. Zina Ahmed Mahdi observant associate in the department of social protection of women.

The symposium was managesd in rotation by Mr. Louis Marqus Ayoub deputy head of the organization and Mr.William Warda Public Relations Officer. The organization delegation included Mr. Amir Saad Malallah, Adel Saad, Media Advisor and Farhan Yousef member of the General Assembly.

The audience of the symposium were from the district of Bartella.

The delegation of the Ministry of Labor and Social Affairs presented a summary regarding  the mechanisms followed in charge and conveyed the greetings and wishes of the Minister of Labor and Social Affairs Eng. Mohamed Shi'a Al-Sudani to the people of Bartella, and his continuous keenness to Provide the best activities that serve and meet the legitimate demands of social welfare groups, solving the problems and obstacles that prevent the fulfillment of these demands and rights in the care of special needs, as well as providing loans for the small and medium-sized family projects and the repay of debts by citizens in the course of operating these projects.

The symposium also took an important part of the detailed explanation of the special care of divorced and widowed women, as well as women who take care of their families or suffering from poverty and destitution and the ministry's material welfare and rehabilitation of work and care. The indicators and observations revealed that there is a lack of knowledge of the laws Guaranteeing their economic and social rights, as well as issues of training and qualification for employment and access to employment opportunities in the public and private sectors.

During the seminar It was remarkable that some of the delayed applications were processed , clarifications and answers were given to a number of questions and inquiries put forward by the citizens, pointing out that the integrity, speed and pilot responsiveness in the study and completion of the relevant transactions, as was the answers of the delegation of the Ministry of Labor and Social Affairs which citizens can follow in all the legal matters that concern them Including the use of electronic forms to apply for financial grants with social welfare salaries, loans and training.
